Paragraph 16 specifically looks at the treatment of people who use drugs by the police while they are detained, and notes that using withdrawal as a means of forcing confessions, or eliciting cooperation through this way may amount to torture, or ill treatment.
The Committee followed up with strong, specific recommendations in relation to the treatment of drug users.
