Report of the Special Rapporteur on torture and other cruel, inhuman or degrading treatment or punishment, Manfred Nowak (2009)

This Report of the Special Rapporteur on torture addressed human rights based approach to drug policies, including issues of the lack of access to medical treatment and drug substitutes during detention, forcible testing with regards to HIV and hepatitis C stressing that detainees are entitled to specialist treatment without any discrimination. The Special Rapporteur raised concern about the imposition of the death penalty and discriminatory treatment on the administration of justice with regard drug crimes and nonavailability of palliative care and access to pain relief drugs.
