Report of the Working Group on Arbitrary Detention:Mission to Colombia (2009)

This report presents the findings and recommendations of the Working Group on its mission to Colombia. It notes that Colombia still suffers the serious consequences of illegal drug production and trafficking.

The Working Group expresses concerns about the practice carried out by soldiers to detain innocent people (including drug addicts) without valid reason and then execute them, identifying them afterwards as guerrillas killed in combat. It also mentions that the most common offences among minors are trafficking and possession of drugs and weapons. For drug trafficking offences, the law does not grant any privileges.
