Question of the human rights of all persons subjected to any form of detention or imprisonment: Report of the Working Group on Arbitrary Detention (1993)

According to one of the deliberations adopted by the Working Group, this body is competent to investigate all cases of arbitrary and inconsistent detention with the international standards deprivations of liberty, not only criminal cases but also cases related to mental illness, drug addiction, immigration control etc.
