The report provides an overview of the prohibitionist approach to reduce the supply of drugs and the reasons for its failure.
It further focuses on the Alternative Development (AD) programmes, examining their impact on the crop cultivation of illicit drugs. The author argues that these programmes are poorly monitored and evaluated and do not incorporate human development indicators or measures of socio-economic progress, thus they are not an efficient solution in the current prohibitionist framework.
The report also mentions some key points to be addressed at the 2016 UNGASS.
